Jefferson and Westside Residents for Healthy Neighborhoods
Understanding the R-2 "Medium-Density" residential zone
Many of the lots in the Jefferson and Westside neighborhoods are zoned "R-2". Another
large section of the Jefferson neighborhood is now subject to being rezoned from R-1
(single-family) to R-2.

The R-2 zone is intended for areas that are mostly developed with moderately-sized
apartment or condominium buildings, and R-2 zoning is totally inappropriate for
"heritage" neighborhoods that are mostly detached single-family dwellings or modest
duplexes.

Eugene City Planning staff have testified that the character of neighborhoods such as
Westside and Jerrerson
cannot be sustained under R-2 zoning.

Here's what the R-2 zone allows to be built:
Typical lots in the Jefferson and Westside neighborhoods allow 4-6
dwellings on the lot.
Structures can be 40’ or higher.
30' high vertical walls are allowed within 10' of adjacent houses and within
5' of adjacent backyards.
Walls can be a blank, rectangular surfaces running almost the entire length
of the property.
There are no limits on windows, which can look directly into adjacent
house or over back yard.
Structures can cover up to 50% of the lot. Parking and driveways are
essentially unlimited
Parking can be between the dwelling and the sidewalk or anywhere in the
interior of a lot.
